LIHEAP Application

Energy Assistance Programs

Reduce the risk of health and safety problems that arise from unsafe winter temperatures. Bacoa helps residents apply for assistance with utility bills. The Low Income Home Energy Assistance Program (LIHEAP) helps eligible households pay for home energy services during the winter months.

Qualifying individuals in Cook County can apply for hardship grants that help reduce the balances on electric and gas bills. In addition to regular utility assistance, help is available for reconnection assistance, furnace assistance, and weatherization.

LIHEAP is available from September 1 to May 31 or until funds are exhausted.

Bacoa staff can determine if you’re eligible and assist with the application process.

‘‘My apartment is very hot; even with the heat off, it can be 88 or 90 degrees in the summer. I would not be able to pay the electric bills to keep it cool without LIHEAP help.’’

What You Need

  • Proof of 30-day income for all household members 18 and older
  • Your most recent gas/electric utility bills
  • Social Security Numbers for all household members
  • Individuals without an SSN are encouraged to apply using their ITN

Please Note:

The Low Income Home Energy Assistance Program (LIHEAP) does not provide direct grants to individuals. LIHEAP does not charge a fee for receiving a grant.

LIHEAP assists eligible households with their electric and heating bills, energy crisis assistance, weatherization, and energy-related home repairs. This federally funded assistance pays an amount to the utility company through a Direct Vendor Payment (DVP) or by placing you in a subsidized budget bill via the LIHEAP—PIPP Program.
