License Plate Discount and Ride Free Transit Benefits
Older adults may be eligible for a discount on license plate stickers and RTA-Metra free ride cards. Bacoa’s staff can help you apply for or renew the Benefit Access application.
Who is Eligible?
Low-income Illinois residents who are disabled or aged 65 or older
Eligibility for these programs is determined by age, residency, and income.
Benefits are available for two years once you have been approved.
License Plate Discount

TYPES OF PLATES
The discount may be applied to the following plate categories:
Persons with Disabilities
Recreational Vehicle (up to 8,000 pounds)
The discount may be used for one license plate sticker titled to the person the discount is issued.
Only one discount per household per year is allowed.
Ride Free Program
State legislation provides free rides for Illinois residents enrolled in the Benefit Access Program.
Participants will receive a Ride Free Permit—an ID card that can be used on regularly scheduled CTA, RTA-Metra, and Pace buses or trains.
